ROCK HILL, S.C. — A new income-restricted apartment community is open on Rock Hill’s Southside, capping years of work by city leaders and developer Fitch Irick to add homes near downtown.

Edgewood Place sits at 1547 Caprine Court and offers one-, two- and three-bedroom units for households earning no more than 60 percent of the area’s median income. The developer describes a 216-unit complex backed in part by SC Housing tax-credit awards at the federal and state levels.

Mayor John P. Gettys Jr. said the project took five to six years to reach opening and called better housing for more residents a hard-won milestone for the Southside. City Hall notes he leads the seven-member City Council under the council-manager form of government.

A 2021 market study tied to the project found about 42 percent of area renter households put at least 35 percent of pay toward rent and that vacancies were scarce, with little new affordable stock built in the prior decade.

Fitch Irick said applications remain open with limited availability. Financing partners listed by the developer include Raymond James Affordable Housing Investments, Bank of America and a permanent loan arrangement through PGIM and Fannie Mae.
