Residents answer to at least five levels of elected authority simultaneously: the federal government, statewide offices, **York County County Council**, **Rock Hill City Council**, and school district boards — each a separately elected body covering its own geographic slice of the county. South Carolina is the only state in the nation where the full **SC General Assembly** elects justices to the **SC Supreme Court** — not the governor — making Statehouse races consequential even to courtroom outcomes. At the federal level, U.S. Senators **Lindsey Graham** and **Tim Scott** and U.S. Rep. **Ralph Norman** (SC-5) represent York County County. At the Statehouse, York County County is served by 4 state senators and 8 state house members. **York County County Council** is chaired by **Christi Cox** and seats 7 members across single-member districts. **John Gettys** serves as Mayor of Rock Hill, with **David Vehaun** as City Manager. Countywide law enforcement runs through Sheriff **Tony Breeden** and Solicitor **Kevin Brackett** (16th Judicial Circuit (York + Union counties)). York County County’s K-12 students attend 5 separately elected school districts, each with its own board and superintendent. **York County County Council** controls property tax millage, land-use zoning outside city limits, and fee-in-lieu-of-tax agreements.
