The building has a storied history; originally constructed in 1930, it has seen numerous ownership changes before being acquired by Winthrop University in 1989. Prior to Congressman Norman’s office, the space was occupied by two university event staff, who have since moved to Tillman Hall.

The office relocation was influenced by the current market conditions, where the average cost for office space in the Rock Hill area is around $20 per square foot. As part of the process, arrangements were made through the Office of State Procurement to ensure compliance with all necessary legal and ethical guidelines.

As the representative for South Carolina’s 5th District, Congressman Norman’s office primarily assists local constituents with various federal agency matters. This includes support regarding veterans’ affairs, social security, and immigration issues. The presence of the office on a university campus is expected to enhance accessibility for students and staff, allowing closer interaction with federal resources.
