Applications will be accepted beginning June 16, with rolling acceptance throughout the year, but this will depend on the capacity of the individual schools.

During its inaugural year, the program has a deliberately narrow focus, aimed at managing budgetary considerations and operational assessments. Only families who engage in homeschooling or attend alternative education options will be eligible to apply initially.

Presently, the district allocates approximately $1.2 million annually for transportation for current choice students and has established bus routes to accommodate these learners. Under the new open enrollment policy, transportation will be provided for students who enroll through this program, but only upon request and subject to budget constraints.

Concerns have been expressed by some board members regarding the viability of providing transportation, especially considering the district is facing a budget deficit of $16 million. This financial challenge raises questions about whether transportation can be feasibly integrated into the open enrollment framework without further straining already limited resources.

Overall, the Rock Hill School District aims to leverage this pilot program as a way to revitalize engagement with families and enhance the educational options available for students.
