I-77 Exit 82 Deck Repairs Slow Rock Hill Commutes

ROCK HILL, S.C. — Afternoon trips between Rock Hill and Fort Mill are stretching out on the U.S. 21 corridor while crews repair the Cherry Road and Celanese Road spans that cross Interstate 77 at Exit 82.

State transportation crews closed the two right northbound lanes of I-77 between mile markers 81 and 82 starting Oct. 11 so deck patching could continue on those crossings, with the short-term window set through Oct. 15 if weather holds.

Repair work at the exit is expected to keep rolling into late December. A separate $106 million rebuild would swap out both spans, add a traffic circle where Celanese meets Riverchase Boulevard, widen turn lanes and retimed signals. Officials expect replacement bidding next spring and full project bids around 2030, then several years of construction.

Rock Hill City Council also greenlit a $12.4 million parking deck contract for the White Street corner at Dave Lyle Boulevard, facing another deck already going up downtown. Together they are meant to support an $8 million walkway over Dave Lyle and the rail line, with White Street work eyed for next summer.

In Fort Mill, the $165 million rebuild where I-77 meets S.C. 160 — billed as the state’s first fully directional interchange — is now targeted for May 30, 2028 after utility relocation pushed the opening about six months.

A $106 million interchange rebuild would replace both spans, add a Celanese/Riverchase traffic circle and widen turn lanes, with full bids around 2030.
What else is changing downtown?
City Council approved a $12.4 million White Street parking deck to pair with a deck already under construction and a planned $8 million pedestrian walkway.
