ROCK HILL, S.C. — Rock Hill City Councilwoman Sarah Vining issued a public apology Monday for an Oct. 9 encounter with two girls on a golf cart, an episode now under review by the South Carolina Law Enforcement Division.
SLED is examining the incident as possible disorderly conduct after the Rock Hill Police Department referred it to the state agency. A recording shared by the girls’ parents captures a woman who identifies herself as Vining swearing at the children and warning they could go to jail. The girls said they had nothing to do with what she was describing.
In her written statement, Vining said her 7-year-old daughter and a friend had been harassed in their front yard on Sept. 27 by teenagers riding a golf cart. She said she later confronted a cart that looked the same, admitted her reaction was inappropriate, and said she had apologized to the family more than once.
The parents of both girls have called for a public apology and for Vining, who represents Ward 6, to step down from council. No charges had been announced.
